What this means for your store

A magazine holding eleven or more rounds cannot be shipped to Maryland, whether or not the customer is licensed. You must refuse those orders or route them to a fulfillment address outside Maryland. If you sell to an existing Maryland customer, you cannot ship a product you would have refused at checkout. Shipping a prohibited magazine into Maryland is a state violation independent of federal law, and payment processors treat it as evidence of compliance failure. An underwriter reviewing your store will see your product catalog, your shipping destinations, and your fulfillment data. If you ship a ten-plus-round magazine to a Maryland address, you signal to the acquirer that you either do not know your legal obligations or do not enforce them. That is a material underwriting issue. The cost of getting it wrong is not a fine — it is your processing account.

The control that actually enforces it

You control this at the product level, not the order level. Add a metafield to each magazine listing the number of rounds it holds. In your Shopify shipping profiles, set a rule: magazines over 10 rounds do not ship to Maryland addresses. Shopify does not enforce this automatically. If the rule lives only in your head or in a notes field, someone will ship a prohibited item, and that single order becomes evidence that your compliance is not real. A geo-block in the shipping profile is checkable. A mental note is not. Test the block before launch by attempting a purchase as a Maryland customer.

Why an underwriter cares

A payment processor does not care about magazine capacity law itself. It cares about your ability to control what ships where. If you ship a prohibited product to a state that prohibits it, the underwriter sees a merchant who either does not understand their obligations or does not enforce them. Can I sell magazines that hold more than 10 rounds at all?

Yes. You can sell them anywhere except Maryland. The restriction is geographic, not categorical. You can sell a ten-plus-round magazine to customers in all other states without limitation. What if a customer says they are licensed or military?
